Hafsa Kaka

Hafsa Kaka is a Senior Advisor of Homelessness to Governor Newsom’s cabinet. Previously, Hafsa worked in the city of San Diego as Mayor Todd Gloria’s Director of Homelessness Strategies & Solutions, where she established many initiatives and programs to optimally serve the homeless population of San Diego.

Previously, she worked in the city of Riverside implementing small homes villages and COVID isolation trailers for the most vulnerable. She also worked in the city of Santa Ana with Federal Judge Carter on homeless encampments and at the Los Angeles Homeless Services Authority working with mental and medical health system partners.

She has a BA from the University of California Irvine in Psychology and Criminology, a Masters in Social Work at UMN, and has taught at USC. Hafsa enjoys trying new coffee shops, spending time with family, and enjoying California beaches and sunsets.
