On Monday, April 23, the California chapter of the Council on American-Islamic Relations (CAIR-CA) will host its 7th annual Muslim Day at the Capitol (MDAC) in Sacramento, with more than 600 participants from across the state expected to attend. A news conference will be held at 11:30 a.m. on April 23 featuring Assemblymember David Chiu, Assemblymember Shirley Weber, Raj Manni, CAIR-CA executive directors and community leaders.

At MDAC, American Muslims from across California will have an opportunity to meet state legislators, discuss issues of concern, and help bring about positive social change. This year, MDAC attendees will be advocating for a breadth of civil rights issues, including protections for religious communities and immigrants, measures to prevent school bullying, and criminal justice reform.
The event’s legislative agenda focuses on three key bills:
AB 931 (Weber & McCarty) Police Accountability & Community Protection Act
Authorizes police officers to use deadly force only when it is necessary to prevent imminent and serious bodily injury or death – that is, if, given the totality of the circumstances, there was no reasonable alternative to using deadly force, including warnings, verbal persuasion, or other nonlethal methods of resolution or de-escalation. This bill also establishes that a homicide by a peace officer is not justified if the officer’s gross negligence contributed to making the force “necessary.”
AB 2184 (Chiu) Business Licenses
This bill would require cities and counties that license businesses within their respective jurisdictions to accept a California driver’s license or identification number, individual taxpayer identification number, or municipal identification number.
AB 2291 (Chiu) School Safety: Bullying
This bill would require the Department of Education to make available online training modules developed by the department addressing bullying or bullying prevention and provide an annually updated list of other training modules related to bullying.
